Driving Licenses for Special Persons
In a significant step towards inclusivity and empowerment, the Sindh government has started implementing the directives of Chief Minister Syed Murad Ali Shah to issue Driving Licenses for Special Persons with disabilities. This initiative is aimed at promoting independence, mobility, and equal opportunities for individuals with disabilities across the province.
Chief Minister’s Clear Direction
The move came after Chief Minister Syed Murad Ali Shah gave clear instructions during an inauguration ceremony held recently. He emphasized the need to facilitate special persons by providing them access to essential services such as driving licenses, enabling them to lead more independent and productive lives.
Implementation Kicks Off in Clifton
Acting swiftly on the CM’s instructions, the process officially began when the team from NOWPDP (Network of Organizations Working for People with Disabilities, Pakistan) visited the office of DIG Driving License Younis Chandio in Clifton, Karachi.
During this visit, the team held a detailed meeting with DSP Driving License Fahim and other key officers. The discussions focused on how to practically implement the licensing process for special persons, keeping their unique needs in mind.

Key Decisions to Support Special Persons
As a result of the consultations, it was decided that:
- Training programs will be arranged specifically for people with special needs to help them prepare for driving tests.
- Retrofitted rickshaws and vehicles, designed to suit different types of disabilities, will be introduced to assist them in learning and eventually using their vehicles confidently.
This approach ensures that the system not only issues licenses but also supports special persons throughout the journey.
