The Khyber Pakhtunkhwa Cabinet Decisions in the 39th meeting, chaired by Chief Minister Ali Amin Khan Gandapur, brought forth a series of significant measures aimed at reforming education, promoting tourism, supporting social welfare, and introducing new development initiatives across the province. The meeting was attended by cabinet members, the Chief Secretary, Additional Chief Secretaries, administrative secretaries, and the Advocate General.

Among the most notable outcomes of the meeting was the approval to outsource select government schools and colleges on a pilot basis, as well as reforms in taxation, agriculture, women’s rights, and infrastructure.

Privatization of Government Schools and Colleges in KP

In a bold step to address declining enrollment and quality in public educational institutions, the cabinet approved the outsourcing of certain government schools and colleges with low enrollment rates. This move, which is part of a pilot project, aims to improve the quality of education and attract more students to public institutions.

The government clarified that:

  • There will be no impact on the jobs of existing teachers.
  • Education will remain completely free in outsourced schools.
  • All operational costs will be covered by the provincial government.

This public-private partnership model is expected to enhance efficiency and service delivery in the education sector without burdening families.

Recruitment of 3,000 Temporary Teachers in Colleges

To address the shortage of faculty in government colleges, the cabinet approved the recruitment of over 3,000 temporary teachers. Even associate degree holders will be considered eligible for these positions.

  • An annual budget of Rs. 3 billion has been allocated for these recruitments.
  • The Chief Minister instructed that the entire hiring process must be merit-based and transparent.

This decision will not only bridge the gap in college staffing but also create employment opportunities for qualified youth.

Challenging Federal Property Tax in Court

The KP cabinet has decided to legally challenge the federal tax imposed on the transfer of immovable property. The province argues that this tax is unjustified and burdens property owners and buyers unnecessarily.

Women’s Property Rights Rules 2025 Approved

In a historic move to safeguard women’s inheritance and property rights, the cabinet approved the Women Property Rights Rules 2025. These rules are designed to ensure:

  • Legal protection for women in property matters
  • Fair implementation of inheritance laws
  • Transparency in property ownership for women

Additionally, the cabinet approved the appointment of new chairpersons and members for the Women’s Commission.

Support for Afghan Refugees Returning Home

The cabinet allowed Deputy Commissioners to utilize the Relief Fund to provide transport facilities for Afghan refugees who are voluntarily returning to Afghanistan. This decision supports a safe and dignified repatriation process.

Tourism Development and New Districts Announced

To boost tourism and regional development:

  • The cabinet approved a Rs. 1 billion grant to the Galiyat Development Authority and related bodies.
  • The funds will be used for improving the infrastructure, cleanliness, and beautification of tourist destinations.
  • Two new districts were officially announced:
    • Paharpur District
    • Upper Swat District

These steps aim to decentralize administration and improve public service delivery in remote areas.

First-Ever Mountain Agriculture Policy in Pakistan

Khyber Pakhtunkhwa has become the first province in Pakistan to launch a Mountain Agriculture Policy. This groundbreaking policy aims to:

  • Promote sustainable agricultural practices in mountainous areas
  • Improve food security and rural livelihoods
  • Address climate change challenges in high-altitude regions

Pharmacy Services Policy Approved

The KP cabinet also approved a Pharmacy Services Policy to standardize, regulate, and improve pharmaceutical services across the province. This will benefit both public and private healthcare systems.

Urban Tree Plantation Drive Funded

To combat environmental degradation and improve urban greenery:

  • Rs. 100 million were allocated for tree plantation in Peshawar.
  • Rs. 50 million for other divisional headquarters.
    The campaign aims to make KP cities cleaner, greener, and more livable.

Special Compensation for Martyrs’ Families

The cabinet approved compensation packages for the families of those who lost their lives in tragic incidents across districts like Bajaur, Tirah, Kurram, Wana, and others. This decision acknowledges their sacrifice and ensures state support.

Health Support for Critical Patients

An amount of Rs. 4.5 million has been approved for the treatment of two critical patients suffering from cancer and bone marrow diseases, highlighting the cabinet’s commitment to health and humanitarian support.

Financial Support for Bar Associations and NGOs

To strengthen civil society and access to justice:

  • The cabinet approved grants-in-aid for various bar associations.
  • Rs. 40 million in grants were approved for three NGOs working in healthcare and special children’s education.

Additionally, funds were approved for WSSC Haripur to enhance clean water and sanitation services.
