KP Pak Saaf O Shafaf Program
In a major step towards improving public health and environmental cleanliness, Chief Minister Ali Amin Khan Gandapur has officially launched the KP Pak Saaf O Shafaf Program, the largest rural sanitation program in the history of the province. With a massive investment of Rs. 11 billion, this flagship initiative aims to transform the sanitation infrastructure across all rural areas of Khyber Pakhtunkhwa.
Province-Wide Coverage: 3,633 Village Councils Included
The Pak Saaf O Shafaf Khyber Pakhtunkhwa program is unprecedented in scale. All 3,633 village councils across the province have been brought under its umbrella, ensuring no rural area is left behind. This inclusive approach highlights the government’s commitment to promoting hygiene, cleanliness, and sustainable living standards in every corner of Khyber Pakhtunkhwa.
Recruitment of Over 11,000 Sanitation Workers
To ensure smooth operations, a total of 11,388 sanitation personnel have been recruited. The deployment strategy takes into account the geographic diversity of the province:
- 2,061 village councils in the plains have received 4 sanitation workers each
- 1,572 village councils in the hilly areas have been assigned 2 personnel each
What sets this recruitment apart is its transparency. The selection process was conducted through a lottery system, ensuring fairness and equal opportunity. Out of 32,683 total applications, 29,822 candidates were declared eligible after meeting the required criteria.
Tools and Equipment for Effective Waste Management
To equip these sanitation workers, each village council has been provided with essential cleaning supplies, including:
- Loader rickshaws
- Uniforms
- Cleaning kits
In addition, to support waste disposal on a larger scale, 392 tractors and 315 mini dumpers have been handed over to Tehsil Municipal Entities (TMEs). This equipment, acquired for Rs. 3.6 billion will help efficiently transport and dispose of collected garbage.

Ensuring Sustainability Through Local Government Act
The government is not only focused on launching the program but also ensuring its long-term sustainability. For this purpose, a model tax schedule has been introduced under the Local Government Act. This will help generate funds at the local level to support ongoing sanitation efforts and maintain infrastructure.
Village-Level Monitoring Committees for Transparency
To ensure effective implementation and prevent misuse of resources, monitoring committees have been established at the village council level. These local oversight bodies will supervise daily operations, maintain transparency, and provide feedback to improve services over time.
