The Government of Pakistan has introduced the New Stamp Paper Rules in Pakistan to prevent forgery and illegal use. This important step by the Board of Revenue will come into effect from September 20, 2025, and aims to ensure that only genuine buyers can obtain stamp papers.
Mandatory Use of Registered SIM and Mobile Number
According to the official notification, no one will be able to buy any type of stamp paper without providing a registered SIM and mobile number. The SIM must be in the name of the buyer. This requirement will stop people from purchasing stamp papers on behalf of others or using fake identities.

OTP Verification for Extra Security
The new system introduces an OTP (One-Time Password) verification process:
- The buyer submits their application for a stamp paper along with their registered mobile number.
- An OTP code is sent to the provided number.
- The buyer shares this OTP with the stamp seller.
- Only after successful verification will the stamp paper be issued.
This process makes it extremely difficult for anyone to forge or misuse stamp papers.

Officials from the Board of Revenue stated that this updated procedure will eliminate the chances of fraud, improve accountability, and protect both buyers and sellers. By linking every transaction to a verified mobile number, the system ensures transparency and reliability.

- Buyers should confirm that their SIM card is registered in their own name before applying for stamp papers.
- Stamp sellers must strictly follow the new OTP verification process and check every buyer’s details before issuing a stamp.
